摘要
本文利用2007-2015年各地市工业用地出让数据,考察了工业用地出让最低价格标准政策出台后,工业用地出让对区域创新的影响。研究结果发现,地方工业用地总体出让显著增加了区域创新水平,但该影响主要由招商引资动机的工业用地出让行为引起,正常工业用地出让并没有显著影响;对招商引资动机的作用分析发现,市场化程度、当地经济发展水平以及该地区的城市发展水平会强化该影响,从地方政府官员特征来看,户籍地任职有积极影响,而任期的延长则有抑制作用。
Based on the data of industrial land conveyance from 2007 to 2015,this paper examines the impact of industrial land conveyance on regional innovation after the introduction of the minimum price standard policy for industrial land.The results show that:Only the transfer of industrial land which motivated by investment purposes promotes regional innovation.The impact will be strengthened by the degree of local economic development and the level of urban development.According to the characteristics of local government officials,the posting of household registration has a positive impact,while the extension of tenure has a restraining effect.
