摘要
中华人民共和国成立后,中央确立了以党管干部为原则、党委集中领导、党委组织部统一管理的分部分级干部管理体制;改革开放后,中央推进探索实行机关和国有企事业人事分类管理改革,各项人事制度改革持续深化;党的十八大以来,中央全面加强了对干部人事工作的集中统一领导,通过优化设置党和国家干部人事管理机构和职能,进一步完善有中国特色的人事制度,既为建设高素质专业化干部队伍提供制度保障,也为坚持和完善中国特色社会主义制度、推进国家治理体系和治理能力现代化提供人事工作领域的有益经验。
After the establishment of the People’s Republic of China,the Central Committee of the Communist Party of China established a department-to-department and level-to-level cadre management system based on the principle of the Party assuming the responsibility for cadres’affairs,the centralized leadership of the Party committees,and the unified management of the organization departments of the Party committees.After the reform and opening-up,the Central Committee of the Communist Party of China pushed forward the exploration and implementation of the reform of personnel classification management in government organizations,state-owned enterprises and institutions,and the reform of various personnel systems continued to deepen.Since the 18th National Congress of the Communist Party of China,the Central Committee of the Communist Party of China has comprehensively strengthened the centralized and unified leadership over the cadre personnel work,and has further improved the personnel system with Chinese characteristics by optimizing the establishment of Party and state cadre personnel management institutions and functions,which not only provides a system guarantee for building a contingent of high-quality professional cadres,but also provides useful personnel work experience for adhering to and improving the socialist system with Chinese characteristics,and promoting the modernization of the national governance system and governance capacity.
