小微企业在创业就业领域具有重要作用,但调查发现,小微企业人事代理服务与小微企业的人才需求存在较大差距。人才服务机构存在着经费支持力度不够、服务人员数量不足、网点分布覆盖较低和信息共享不够的短板。人事代理服务缺乏科学的服务质量评价指标和方法,网络服务和信息化水平较低,影响了人事代理服务的效率。这导致小微企业参与人事代理的积极性不高,小微企业员工参加人事代理的意愿不强。优化小微企业人事代理服务,应加强对人事代理服务的宣传,提升其价值;科学定位政府与市场的职能分工,增强市场机制的作用;进一步简化优化服务流程,创新服务模式与方式,加快信息平台和网络服务建设;加强对相关服务主体的激励和监督,提高其服务主动性。

Small and micro enterprises play an important role in the field of entrepreneurship and employment,but the survey found that there is a large gap between the personnel agency service of small and micro enterprises and the talent demand of small and micro enterprises.There are some shortcomings in talent service organizations,such as insufficient financial support,insufficient number of service personnel,low network distribution and coverage,and insufficient information sharing.The lack of scientific service quality evaluation indexes and methods,and the low level of network service and information technology affect the efficiency of personnel agency service.This leads to low enthusiasm of small and micro enterprises to participate in personnel agency service,and low willingness of employees of small and micro enterprises to enjoy personnel agency service.To optimize the personnel agency service of small and micro enterprises,we should strengthen the publicity of personnel agency service and enhance the value thereof;scientifically position the functional division between the government and the market and enhance the role of market mechanism;further simplify and optimize the service process,innovate the service mode and manner,and accelerate the construction of information platform and network service;strengthen the incentive and supervision of relevant service bodies,and improve their service initiative.
