摘要
数据是国家的重要战略资产,实施国家数据战略对优化政府决策、完善公共服务、提升政府治理水平具有重要作用。文章对爱尔兰政府《公共服务数据战略2019-2023》进行文本分析,从愿景、原则、战略主题三个方面介绍了战略的主要内容,最后得出对我国的启示,包括倡导整体性政府理念、推动战略统筹规划、重视个人隐私保护、促进数据开放共享。
Data is important strategic asset of a country.Implementing national data strategy plays an important role in optimizing government decision-making,improving the Public Service,and enhancing government governance.The paper uses text analysis to analyze Public Service Data Strategy 2019-2023 by Government of Ireland,introducing the main content of the strategy from the 3 aspect of vision,principles and strategic themes,and finally drawing enlightenment for China,including advocating the whole-of-government idea,promoting strategic overall planning,attaching importance to personal privacy protection,and promoting data opening and sharing.
