城市经济转型升级动力机制分析

本文从消费升级、技术创新和制度政策导向角度,对城市经济转型升级动力机制作了系统分析,认为消费升级是拉动我国城市经济转型升级的需求侧动力,技术创新为转型升级提供了供给侧动力,与拉力和推力相匹配,在资源环境约束下,国家因势利导的调控政策共同作用于供需两方面,尤其是对制定以土地资源配置为核心的城市空间发展政策起到了重要作用。消费升级、技术创新、制度政策三者共同构成驱动力,促进城市经济沿着绿色、人文和智慧的路径逐步实现转型升级,成为经济高质量发展的主要支撑。

From the perspective of consumption upgrading,technological innovation and institutional policy orientation,this paper makes a systematic analysis on the driving force of urban economic transformation and upgrading.It holds that consumption upgrading is the demand side driving force for the transformation and upgrading of China's urban economy,and technological innovation provides the supply side driving force for the transformation and upgrading,which matches the pull and push.Under the constraints of resources and environment,the state's adjustment and control policies guided by circumstances play an important role in both supply and demand,especially in the formulation of urban spatial development policies with land resource allocation as the core effect.Consumption upgrading,technological innovation and institutional policies constitute the driving force to promote the transformation and upgrading of urban economy along the path of green,humanity and intelligence,and become the main support for high-quality economic development.
