生产者责任视阈下的城市生活垃圾分类多元主体序贯决策分析

多元主体协同推进城市生活垃圾分类治理是实现垃圾减量化、无害化和资源化的关键。既有研究多以居民和垃圾处理企业作为分类治理主体,本文根据城市生活垃圾生产链,以生产企业、居民和垃圾处理企业的序贯决策特征为基础分析各主体在垃圾分类处理中的决策过程。通过分析城市生活垃圾分类处理现状以及对考虑或不考虑生产者责任两种情况下的社会最优决策条件进行比较,得到如下结论:适当的惩罚有助于生产企业、居民和垃圾处理企业选择社会最优策略;是否考虑生产者责任对城市生活垃圾分类治理有直接影响;静脉产业发展有助于城市生活垃圾分类。所以,可以通过完善并落实生产者责任延伸制度、多管齐下提高居民分类执行率和提升城市生活垃圾分类处理能力等措施推进城市生活垃圾分类治理。

Multiple-subject promotion of municipal domestic waste classification is very important for waste reduction,harmlessness and resource utilization.The existing research mainly takes residents and garbage disposal enterprises as the main body of classified management.According to the production chain of municipal solid waste,the decision-making of waste classification is analyzed based on the sequential decision-making characteristics of production enterprises,residents and waste treatment enterprises.By comparing the current status of municipal solid waste classification treatment and comparing the social optimal decision-making conditions considering or not considering producer responsibility,the following conclusions are drawn:proper punishment is helpful for enterprises,residents and garbage disposal enterprises to choose the best social strategy;considering or not considering producer responsibility has a direct impact on the classified treatment of municipal domestic waste;and the development of intravenous industry is conducive to the classification of municipal solid waste.In order to promote the classification and treatment of urban domestic waste,we should improve and implement the Extended Producer Responsibility(EPR),improve the implementation rate of residents'classification and enhance the ability to treat classified garbage.
