摘要
协作治理行为及影响因素是基层社会治理和公共服务研究中的重要议题。通过对西部4省区1431个样本的实证研究显示:协作治理行为受其内部驱动因素——协作态度、公共部门理念和公共部门资源投入以及外部驱动因素——资源依赖、市场成熟度和公众要求的影响直接产生。同时,协作治理主体间信任在内部驱动因素——协作态度、公共部门理念、公共部门资源投入和外部驱动因素——资源依赖、市场成熟度与协作治理行为之间存在中介效应,在公众要求和协作治理行为之间不具备中介效应。据此提出相关政策建议:积极回应公众要求、彼此协作资源互补、培育成熟市场、形成协作态度氛围、转变价值理念、出台资源投入保障机制、提升主体间信任。
Collaborative governance behavior and its influencing factors are important issues in the research of grass-roots social governance and public service.Based on the data of 1431 samples from four provinces in Western China,this paper shows that collaborative governance behavior is directly influenced by its internal driving factors,including collaborative attitude,public sector belief and public sector input resource,and its external driving factors,including resource dependence,market maturity and public demands.At the same time,trust between the subjects of collaborative governance has a mediating effect between internal driving factors,i.e.,collaborative attitude,public sector belief and public sector input resource,and external driving factors,i.e.,resource dependence,market maturity and collaborative governance behavior,and does not have a mediating effect between public needs and collaborative governance behavior.According to this,it puts forward some suggestions,including actively responding to the public demands,cooperating with each other in resources complementation,cultivating mature markets,forming a cooperative attitude atmosphere,changing value beliefs,introducing an input resource guarantee mechanism,and improving trust among subjects.
