摘要 降低居民肥胖与营养慢性病发生率是健康中国建设的一项重要任务。食品包装正面(FOP)标签系统旨在通过标识的食物成分与特性的简化信息,引导消费者选择健康食物和鼓励生产商开发健康食品。实施FOP标签系统是紧跟国际前沿,促进国民营养健康的重要措施。澳大利亚和新西兰健康星级评分系统是一款全球领先的FOP标签系统,旨在引导消费者在同类食品中通过星级评分识别并购买比较健康的食品。自2014年实施以来,标签系统使用率提升,食品配方改良,居民健康水平提高,这离不开联邦主导与地方政府配合以及各利益群体支持的垂直化管理体系、有科学依据且权威的星级评分算法、通俗易懂的标签图形及使用指南、公共财政支持的多形式宣传活动,为中国FOP标签系统实施提供了经验借鉴。 Reducing the incidence of obesity and chronic diseases is an important task in Healthy China construction.The food front of package(FOP)labeling intervention aims to guide consumers to choose healthy food and encourage manufacturers to develop healthy food through simplified information on the content and characteristics of the labeled food.To carry out FOP labeling intervention is an important measure to follow the international frontier and enrich the nutritional health intervention measures in China.Health star rating system in Australia and New Zealand as one of the world’s leading FOP labeling,aims to guide consumers to identify and buy healthier food in the same category through star rating.The use rate of labeling has increased,food formulas have been improved,and the health of residents has been improved since its implementation in 2014.The results cannot be separated from the vertical management system supported by federal-led cooperation with local governments and various interest groups,the star rating algorithm with scientific basis and authority,the easy-to-understand label graphics and the guideline,and the multi-form publicity activities supported by public finance,which provides experience for FOP labeling intervention in China.
