上湾煤矿将安全文化与风险预控管理体系进行融合,形成以安全文化建设为核心,以风险预控管理体系为抓手,从理念培育、风险评估、不符合项排查整治、行为安全管理、事件事故管控、绩效考核等方面进行理论与实践深度融合。实现从“管生产必须管安全”向“管业务必须管安全”转变,从“隐患排查”向“风险管理”转变,从“区队依赖”向“区队自主”转变,从“全员参与”向“全员负责”转变,构建点、线、面有机结合千万吨级煤矿的安全生产长效机制。
