中国石油消费总量控制路径与实施路线图

China’s total oil consumption control path and implementation roadmap

在综合考量合理用油需求增长、生态环境约束、应对气候变化、产业变革和技术创新趋势等基础上,确定了分别为减量、高效、替代、结构优化和清洁化的我国石油消费总量控制路径。明确了“十四五”(2025)、“美丽中国”愿景(2035)、百年中国复兴之路(2050)各个时段的油控目标。提出了应制定满足能源转型、环境保护、气候变化和核心决策需要的石油消费控制指标体系。

Based on the comprehensive consideration of the growth of reasonable oil demand,ecological environment constraint,coping with climate change,industrial transformation and technological innovation trend,the total oil consumption control path in China was determined as reduction,efficiency,substitution,structural optimization and cleanness.The oil control targets of the 14th Five-year Plan(2025),the vision of"beautiful China"(2035)and the century-old road to China's rejuvenation(2050)had been defined.It was suggested that an oil consumption control index system should be developed to meet the needs of energy transformation,environmental protection,climate change and core decision-making.
