摘要 创新是中国有效转换经济发展新动能,进而促使经济持续高质量发展的关键所在。中国企业的创新能力不断增强,国家的综合创新能力持续提升,这与中国持续加大基础研究投入、不断完善科研基地和科研基础设施建设等直接关联。但中国整体技术创新效率与发达国家差距较大,其很重要的原因是中国的基础研究滞后,特别是中高端技术行业研发投入强度与发达国家相比差距较大,基础研究的支撑力明显不足,影响技术创新水平。因此,必须持续加大基础研究的经费投入,国家层面持续释放基础研究活力,提升企业作为基础研究生力军的地位。通过基础研究水平的提高,推动技术创新能力的提升。 Innovation is the key to China's effective conversion of new kinetic energy for economic development,which in turn promotes sustained and high-quality economic development.The innovation capability of Chinese enterprises is constantly increasing.The country's comprehensive innovation capability is continuously improving,which is directly related to China's continuous increase in basic research investment,continuous improvement of scientific research bases and construction of scientific research infrastructure.However,the gap between China's overall technological innovation efficiency and that of developed countries is large,and its important reason is that China's basic research is lagging,especially the strength of R&D investment in the middle-end and high-end technology industries is relatively large compared with developed countries.The support of the basic research is insufficient,which affects the level of technological innovation.Therefore,the funding of basic research must be continued to increase,and the vitality of basic research at the national level must be continued to release,and the status of enterprises as a force for basic research must be enhanced.Through the increase of basic research level,the promotion of technological innovation capability will be realized.
