煤炭检验检测机构监控结果有效性的管理方法探索

Discussion on management methods of monitoring the effectiveness of results of coal inspection body and laboratory

为了有效地提高煤炭检验检测结果的准确性以及促进检验检测机构的有效管理,针对我国煤炭检验检测机构现状进行分析并提出煤炭检验检测机构监控结果有效性的管理方法。研究结果表明:煤炭的供方和需方基本上均设置了煤炭检验部门,煤炭第三方检验检测机构多数为国有机构;煤炭检验检测机构监控结果有效性的管理方法主要包括加强人员管理和培训、监控和保持检测环境、配备满足要求的设备设施、建立和保持标准物质的管理、选用规范的检测方法、控制和记录样品的处置、参加机构之间比对或机构内部比对。对煤炭检验检测机构监控结果有效性的管理方法进行探索,可为煤炭检验检测机构的管理和运行提供参考,有助于保障煤炭检验检测工作的有效性。

In order to improve the accuracy of coal test results and promote effective management of inspection body and laboratory,this paper analyzed the status quo of coal inspection body and laboratory in China.This paper also put forward the management methods of monitoring the effectiveness of results of coal inspection body and laboratory.The results show that the coal supply and demand sides both have basically set up coal inspection departments.Most the third party coal inspection body and laboratory are state-owned institutions.The methods of monitoring the effectiveness of the results of coal inspection body and laboratory mainly include strengthening the management and training of personnel,monitoring and maintaining the testing environment,equipping equipment facilities to meet the requirements,establishing and maintaining the management of standard substances,selecting standard testing methods,controlling and recording the disposal of samples,and attending comparison testing between inter-institutional or intra-institutional.The management methods of monitoring the effectiveness of results of coal inspection body and laboratory were studied,the research results of this paper could provide reference for the management and operation of coal inspection body and laboratory,and help to ensure the effectiveness of coal testing work.
