1978年的美国总统国家安全事务助理布热津斯基访华是中美关系正常化进程的一次“突破”之旅。访华前夕,美国基于全球战略、中苏关系、经济利益、国内政治及个人因素等方面的综合考量做出了派遣布热津斯基访华以推进正常化的决策。访华期间,布热津斯基与中国领导人就与正常化相关的反苏议题、战略互信及台湾问题等展开了多次会谈,大大加深了双方对彼此建交立场的理解。此次访华双方虽没有就美国对台军售问题展开交锋,但促使中美两国达成了共同反对苏联霸权主义的共识,不仅为踌躇不前的正常化进程注入了新的动力,更为开启中美建交谈判营造了良好氛围。

The visit to China in 1978 by Brzezinski,the United States for national security affairs,was a“breakthrough”in the Normalization process of Sino-U.S.relations.Before the visit,the United States made decision to send Brzezinski to China to promote Normalization based on the comprehensive consideration of global strategy,Sino-Soviet relations,economic interests,domestic politics and personal factors.During his visit to China,Brzezinski and Chinese leaders held many talks on anti-Soviet issues related to normalization,strategic mutual trust and Taiwan Question,which greatly deepened the understanding of the two sides on their positions of establishing diplomatic relations with each other.Although the two sides did not engage in a confrontation on the issue of U.S.arms sales to Taiwan,both countries reached a consensus to against Soviet hegemonism,which not only injected new impetus into the process of Normalization,but created a good atmosphere for negotiations on diplomatic relations between Sino-U.S.
