日本农村生活污水治理设施行业管理经验对我国的启示——以净化槽为例

Enlightenment of Japan’s rural domestic sewage treatment facilities industry management experience to China: take johkasou as an example

当前,农村生活污水治理领域的三个突出问题成为阻碍农村生活污水"治得好"的硬骨头。一是农村生活污水治理技术"多"而"杂",参与治理的企业"散"而"乱",行业发展不成体系,导致农村生活污水治理效率低、设施运营效果差。二是2018年之前农村生活污水治理工作由各部门分头推进,项目信息和资金情况没有实现共享和公开,农村生活污水治理设施"晒太阳"问题突出,造成资金和设备浪费,未取得应有的成效。三是基层农村生活污水治理专业技术和管理人才供给严重不足。针对这些问题,本文提出相比于日本,我国农村生活污水治理市场体量巨大,农村生活污水治理即将从攻坚战转为持久战,应未雨绸缪,适时加强农村生活污水治理行业引导,促进农村生活污水治理市场平稳健康发展。

At present,three prominent problems in the field of rural domestic sewage treatment have become obstacles to rural domestic sewage treatment. First,rural domestic sewage treatment technology is "more"and "miscellaneous",enterprises participating in the treatment are"scattered"and "disorderly",and the industry development is not systematic,resulting in low efficiency of rural domestic sewage treatment and poor operation effect of facilities. Second, before 2018, the rural domestic sewage treatment work was promoted by different departments separately. The project information and fund situation had not been shared and made public. The idle problem of rural domestic sewage treatment facilities was prominent,which resulted in the waste of funds and equipment and did not achieve the desired results. Thirdly,there is a serious shortage of professional technical and managerial personnel in rural domestic sewage treatment at the grass-roots level. In view of these problems,this paper proposes that compared with Japan,China’s rural domestic sewage treatment market is huge,and the rural domestic sewage treatment will soon change from a battle to a protracted war. Our government should take precautions,strengthen the guidance of the rural domestic sewage treatment industry,and promote the smooth and healthy development of the rural domestic sewage treatment market.
