基于层次分析法的村级工业区环境整治第三方评估指标体系研究与实践

Research and practice on third-party evaluation of environmental remediation of village-level industrial zones based on analytic hierarchy process

基于层次分析法建立了包含7项一级指标和16项二级指标的评估指标体系,采用评估对象自查自评、评估组现场核查和资料评价作为评估方法,对佛山市300个村居开展了村级工业区环境整治提升第三方评估,是该领域的首次实践。评估结果列出了每个村居的任务完成情况和综合成效得分,在肯定整治成效和指出存在问题基础上,提出了六方面的整治建议,促进了基层村居积极推进整治工作。评估指标和方法可用于指导开展类似较大范围的基层政府环境绩效评估。

Based on the analytic hierarchy process,an evaluation index system consisting of 7 first-level indexes and 16 second-level indexes was established. The third-party evaluation of environmental remediation of village-level industrial zones was carried out in 300 villages in Foshan City,using the self-examination,data evaluation,on-site verification,which is the first application in this field. The evaluation results listed the task completion situation and comprehensive achievement of each village residence,and six aspects of improvement suggestions,on the basis of affirming the improvement effect and pointing out the existing problems. The evaluation achieved a good result on actively promoting the environmental remediation work. The evaluation indexes and methods can be used to guide the environmental performance evaluation of grassroots government.
