摘要
基于沙特阿美某重油管道工程执行过程中遇到的问题与挑战,着重研究阿美项目设计管理方面特有问题。设计工作需关注变更时效性,熟识争议仲裁规定与负变更双赢条款,并据此在投标阶段合理报价;对于标前澄清适用性、FEED验证事项、文件审查与提交要求、采办包商务比选以及标准规范的适用日期,阿美执行方式也不同于国内及多数其他国际项目;设计分包方面,对待勘察测量、环评等分包工作区别于主合同中土建、穿跨越分包,可以调整思路从而优化分包流程并加快设计及整个项目进度。为明确阿美设计分包工作相关要求,以设计分包商兰万灵为例介绍了阿美GES+体系及入门要求。
Based on the problems and challenges happened in the implementation of one Saudi Aramco heavy oil pipeline project,a study should be focused on the unique problems in the design and management of Aramco project. Design work should pay attention to timeliness of change,the dispute arbitration stipulation and know well about negative change win-win clauses,and then reasonable quotation can be offered accordingly in the tender stage. For the applicability of pre-bidder clarification,FEED verification issues,document review and submission requirements,business comparison of procurement package and application date of standards and specifications,implementation methods of Aramco are also different from domestic and other international projects. For subcontracting, survey, environmental impact assessment and other subcontracting work are treated differently from civil engineering and cross-cutting subcontracting in the main contract. Ideas should be adjusted to optimize subcontracting flow and speed up the pace of design and the whole project. In order to clarify the relevant requirements of Aramco design subcontracting work,Aramco GES+ system and the entre-level requirements are introduced by taking the SNC-Lavalin as an example.
