摘要 目的:设计开发一套医疗器械自主采购与评审系统,实现公立医院医疗器械采购和评审的信息化、智能化和规范化。方法:基于当前公立医院医疗器械采购的背景和概况,结合采购招标的实际流程进行设计开发。系统采用浏览器/服务器(Browser/Server,B/S)架构。服务器端的数据库使用开源的MySQL数据库,利用Apache服务器的Tomcat部署Web项目,后台语言采用Java EE,前端技术方面则采用主流的HTML+CSS3+JS。结果:该系统可实现非现场响应需求的市场调研、异地报名和远程审核等功能,节省医院和供应商经费及时间;远程投标,大大降低供应商与采购人的直接接触,尽可能实现无现场化办公;多方共同解密、电子化评审及全程监督确保了评审工作的公平与公正性,减少了主观因素参与。结论:该系统实现了采购过程的集体决策,能有效提高采购工作效率,为医院医疗器械自主采购与评审工作规范化与专业化提供了有力的技术支持。 Objective To design and develop a self-purchasing and evaluation system for medical devices,and to realize the informatization,intellectualization and standardization of medical device procurement and evaluation in public hospitals.Methods A medical devices self-purchasing and evaluation system was designed and developed were carried out in combination with the actual process of procurement bidding based on the current background and general situation of medical device procurement in public hospitals.The system adopted Browser/Server(B/S)architecture and used open-source MySQL database as the server-side database,Tomcat of Apache server for Web project deployment,Java EE as the language and HTML+CSS3+JS technologies.Results The system realized the functions of off-site market survey,off-site registration and remote audit,which decreased the cost and time of hospitals and suppliers;remote bidding greatly reduced the direct contact between suppliers and purchasers,and avoided on-site office as much as possible;multi-party joint decryption,electronic review and full process supervision ensured the fairness and publicity of the review and suppressed the subjective factor.Conclusion The system realizes collective decision-making in the purchase process,effectively improves the purchase efficiency,and provides strong technical support for the standardization and specialization of the independent purchase and evaluation of medical devices.
