山东省妇幼保健资源配置现状与公平性分析

Analysis on current situation and equity of maternal and child health care resources allocation in Shandong Province

[目的]分析2012-2017年山东省妇幼保健资源配置现状及其变化趋势,为进一步优化妇幼保健资源配置提供对策建议。[方法]对2012-2017年山东省妇幼保健资源的相关数据进行描述性统计分析,并采用基尼系数和泰尔指数分析和评价山东省妇幼保健资源配置的公平性。[结果]山东省妇幼保健资源总量呈逐年增长趋势;按人口和按地理配置的基尼系数均在0.3以下;区域内妇幼保健机构、机构床位数、医师数及护士数配置上的差异对总泰尔指数的贡献率远高于区域间差异对总泰尔指数的贡献率。[结论]山东省妇幼保健资源总量稳步增加,按人口和地理配置的公平性较高,区域内差异对妇幼保健资源配置的公平性影响较大。建议卫生行政部门应高度重视,统筹兼顾,进一步优化资源配置,加强人才队伍建设,通过"互联网+医疗健康"信息化平台建设,改善妇幼保健资源配置不公平现状。

Objective To Analyze current situation and change trends of maternal and child health resources allocation in Shandong Province from2012 to 2017 so as to provide countermeasures for further optimizing the allocation of maternal and child health care resources.Methods Descriptive statistical analysis of the data on maternal and child health care resources in Shandong Province from 2012 to 2017,and used Gini coefficient and the Theil index to analyze and evaluate the fairness of maternal and child health care resource allocation in Shandong.Results The total amount of maternal and child health care resources in Shandong Province showed a trend of increasing year by year.Gini coefficient according to population and geographical distribution was below 0.3.The difference of health care institute,number of beds,number of physicians and nurses allocation to the contribution rate of Theil index was higher than that in inter-regional difference.Conclusions The total amount of maternal and child health care resources in Shandong Province has increased steadily.The fairness according to population and geographical allocation is relatively high.The intra-regional differences have greater impact on the fairness of maternal and child health care resources allocation.It suggests that the health administrative department should attach great importance to overall planning and consideration,further optimize resource allocation,strengthen the construction of the talent team,and improve the unfair status of maternal and child health care resources through the construction of the"Internet+medical health"information platform.
