军备控制中的伦理因素

On the impact of ethical factor in arms control process

伦理因素是影响国际军备控制进程的重要方面。它与政治、军事、科技、经济等因素既息息相关又有重大区别。从历史来看,伦理因素是军备控制的源头之一,也构成了军备控制进程的主要形式,在军备控制进程中发挥越来越广泛的作用,促使军备控制中更多地考虑国家和解、人道主义、生态环境和公平正义。同时,伦理因素在现有国际关系框架中发挥作用,不可避免地受到国际关系现实的牵制。中国参与国际军备控制的进路,应以构建"人类命运共同体"理念为伦理诉求,强化伦理因素在军备控制进程中的作用,与世界和平力量共同开展军备控制的伦理实践。

Ethics is an important factor in the international arms control process.There are notable relation and deference between ethics and politics,military,technology or economy.From the perspective of history,ethical factor was the source of arms control,which is a main form in this process nowadays.Ethical factor in arms control plays an important role which prompts stakeholders to consider peace,humanitarianism,ecology,and justice more and more.At the same time,ethics must work in framework of modern international relations.So it should be limited by international relation realities.The approach that China participates in arms control process should be guided by idea of community with a shared future for mankind and unite peace force in the world to maintain national interest better.
