防护与防御概念辨析与作战工程防护

Discrimination of the concept of “protection” and “defense” and its enlightenment to engineering protection

基于进攻与防御的辩证关系及防护与防御基本概念的阐释,分析防护与防御概念及其相关概念的区别与联系。研究表明,防护是作战能力的基本要素之一,防御是一种基本作战类型。防护针对的主要是武器打击造成的毁伤,防御针对的是进攻作战。无论是进攻作战还是防御作战及其攻防转换以及攻防兼备的国防建设,都必须进行有效的工程防护。鉴于信息化战争条件下进攻与防御矛盾运动的新特点,把握攻防辩证关系,可为作战工程防护理论、技术创新以及防护体系建设带来有益的启示。

Based on the dialectical relationship between "offense" and "defense" and the interpretation of the basic concepts of "protection" and "defense",this paper analyzes the difference and connection between the concepts of protection and defense and their related concepts.The results show that protection is the basic element of operational capability and defense is a basic type of operations.The protection is mainly aimed at the damage of targets caused by weapons strikes,and the defense is aimed at offensive operations;effective engineering protection must be carried out in both offensive operation and defensive operation,as well as the transformation of offensive and defensive operations and the defensive construction with both offensive and defensive capabilities.In view of the characteristics of the offensive and defensive contradictory movement under the conditions of information war,the study and grasp of the offensive and defensive dialectical relationship can provide useful inspiration for engineering protection theory and technical innovation.
