An analysis of the US Navy’s 2020 fiscal year edition 30 years shipbuilding plan

为深入研究美国总统特朗普提出的"355艘军舰计划"的内容及可行性,本文聚焦于2019年发布的美海军"2020版30年造舰计划",从造舰目标变化、预算投入、造舰与退役安排三个角度,对比分析其较"2019版30年造舰计划"的变化与调整方向,并评估新版计划实施的可行性及"355艘军舰计划"的下一步走向。研究表明,新版计划优化了旧版计划的缺陷,但其实施仍有较大的不确定性,美海军舰队未来的规模目标量将有望达到400艘。

In order to investigate the content and feasibility of the "355 warships plan" proposed by US President Donald Trump comprehensively,this paper focuses on interpreting the US Navy’s "2020 Fiscal Year Edition 30 Years Shipbuilding Plan" released in March 2019.This paper analyzes the differences and adjustment directions between the 2020 Fiscal Year Edition and the "2019 Fiscal Year Edition 30 Years Shipbuilding Plan"from three aspects: changes in the total number of shipbuilding targets,changes in the budget of shipbuilding funds,changes in the ship service and decommissioning arrangements,then,evaluates the feasibility of implementing the 2020 Fiscal Year Edition of the plan and the trend of the "355 Warships Plan." The results shows that the 2020 Fiscal Year Edition of the plan optimizes the defects of the 2019 Fiscal Year Edition 30 Years Shipbuilding Plan.But there is still many uncertainty in implement.In addition,the number of targets ships for the next Fiscal Year Edition 30 Years Shipbuilding Plan of the US Navy fleet will likely reach 400.
