不同模式农地整治的减贫增收效应研究——基于匹配倍差法估计

The Poverty-reducing and Income-increasing Effect of Rural Land Consolidation in Different Modes Based on the PSM-DID Method

研究目的:探讨PPP模式农地整治和政府主导模式农地整治分别对建档立卡户和非建档立卡户的减贫增收效应及其差异。研究方法:可持续生计框架、问卷调查法、匹配倍差法。研究结果:政府主导模式农地整治对两类农户家庭总收入、农业收入的增加有显著影响且对非建档立卡户影响更大,对非建档立卡户财产性收入、工资性收入的增加有显著影响但增加值较小;PPP模式农地整治对两类农户家庭总收入、财产性收入及工资性收入的增加有显著作用,且对非建档立卡户影响更大;PPP模式农地整治对农户总收入、财产性收入及工资性收入增长的促进作用远大于政府主导模式。研究结论:应重视农地整治在扶贫工作中的重要作用,积极推进PPP模式农地整治的扶贫,完善相关政策并引导社会资本积极参与,同时加强农地整治扶贫与其他精准扶贫手段相结合,以促进农地整治项目区内农户全部脱贫。

The purpose of this paper is to analyze the poverty-reducing and income-increasing effect of rural land consolidation(RLC)in different modes on various types of rural households.Questionnaire method and PSM-DID method were employed.The results indicate that the implementation of the RLC in government-led mode has significantly promoted the growth of total income and agricultural income of the two types of rural households,and has significantly promoted the growth of property income and wage income of non-poor households but its impact is limited.The implementation of RLC in PPP mode has significantly promoted the growth of total income,property income and wage income of the two types of rural households,and has a greater impact on non-poor households.The effect on the rural households’total income,property income and wage income of RLC in PPP mode is far more significant than the that of government-led mode.In conclusion,the important role of RLC in poverty alleviation should be underscored,the poverty alleviation of PPP mode for RLC should be promoted,the relevant policies should be improved to guide the active participation of social resources.Moreover,the poverty alleviation means of RLC should be combined with other targeted poverty alleviation means to promote the rural households in the RLC area to get rid of poverty.
