重点国有林区森工集团转型能力评价与差异性分析

Evaluation and Difference Analysis of Transformation Ability of Forest Industry Groups in the Key State-owned Forest Areas

重点国有林区转型主要从经济、社会及生态3个层面进行转型,其转型能力可以由经济发展能力、社会和谐发展能力、生态保护能力3个维度来评价。基于此,首先构建重点国有林区转型能力评价指标体系,界定重点国有林区(森工集团)转型能力的概念;接着,运用熵权法对2001—2017年森工集团转型能力进行评价;最后,在对其综合转型能力评价的基础上,利用模糊综合评价法分析森工集团不同维度转型能力的差异性。结果显示:森工集团转型能力总体较强,其中,综合转型能力最强的是内蒙古森工集团,最弱的是龙江森工集团;经济转型能力最强的是龙江森工集团,最弱的是大兴安岭森工集团;社会转型能力最强的是大兴安岭森工集团,最弱的是龙江森工集团;生态转型能力最强的是吉林森工集团,最弱的是内蒙古森工集团。综合来看,森工集团要顺利完成转型,必须在完成“政企分开”的基础上,大力发展转型产业,完善社会保障制度,实现企业制度的现代化转型。

The transformation of the key state-owned forest areas includes all-round transformation at the economic,social and ecological levels.The transformation ability can be evaluated by three dimensions:economic development ability,social harmonious development ability and ecological protection ability.Based on this,the paper firstly constructed the evaluation index system of the key state-owned forest regions’transformation ability,and defined the concept of transformation ability of the key state-owned forest areas(Forest Industry Groups).Then,the paper used entropy method evaluates the transformation ability of Forest Industry Group in 2001-2017;Finally,based on the evaluation of its comprehensive transformation ability,the Fuzzy Comprehensive Evaluation method is used to analyze the differences in the transformation abilities of the forestry group in different dimensions.The results showed that the transformation ability of the forest industry group is generally strong.Among them,Inner Mongolia Forest Industry Group has the strongest comprehensive transformation ability,and Longjiang Forest Industry Group is the weakest.For the economic transformation ability,Longjiang Forest Industry Group is the strongest,Daxinganling Forest Industry Group is the weakest;For social transformation ability,Daxinganling Forest Industry Group has the most powerful ability,while Longjiang Forest Industry Group has the weakest ability;Jilin Forest Industry Group is the most powerful ecological transformation ability,and Inner Mongolia Forest Industry Group is the weakest.On the whole,in order to successfully complete the transformation,the forest industry groups must vigorously develop the transformation industry,improve the social security system,and realize the modernization transformation of the enterprise system on the basis of completing the“separation of government and enterprise”.
