无锡市多层次医保体系建设成效分析及思考

Analysis and Consideration on the Effect of the Construction of Multi-level Healthcare Security System in Wuxi

经过20多年的改革发展,无锡市逐步形成了覆盖全民的多层次医疗保障体系,保障功能不断增强,重特大疾病患者负担明显减轻,人民群众获得感不断增加,但也存在着某些政策制度不统一、公平性不足、商保作用不明显等问题。亟待按照中央全面深化改革委员会审议通过的《关于深化我国医疗保障制度改革的意见》的要求,加快制度完善,设计统一的重特大疾病保障制度,处理好职工医保与居民医保之间的待遇公平问题。

After more than 20 years of reform and development,Wuxi has gradually formed a multilevel healthcare security system covering the whole people.The security function has been continuously enhanced,the burden of patients with serious diseases has been signifi cantly reduced,and people's sense of access has been increasing.But there are also some problems,such as the disunity of some policies and systems,the lack of fairness,and the role of commercial insurance is not obvious.It is urgent to speed up the improvement of the system,design a unifi ed serious disease insurance system,and deal with the fairness of the treatment between the employee medical insurance and the residents’medical insurance in accordance with the requirements of the opinions on deepening the reform of China's healthcare security system.
