出口信用保险模式下EPC承包商的管理实践

EPC Contractor’s Management Practice under Export Credit Insurance Mode

近十年来我国对外承包工程新签合同额首次出现了下滑,对外承包工程企业面临着越来越复杂的国际环境和竞争压力。新形势对海外业务发展模式提出了新要求,除了以传统的竞标模式承揽国际工程外,越来越多的企业开始探索以资本为依托,通过投融资带动国际工程市场的开发。本文以承包商的视角,按照项目发展的时间顺序,纵向分析EPC承包商在出口延付合同再融资保险模式下的主要工作、管理的要点以及面临的风险,并提出应对措施,为承包商“走出去”、以融资带动工程总承包提供参考和建议。

In recent 10 years,the contact amount of Chinese contractors in overseas market declined for the first time.The Chinese contractors are facing more complicated international environment and competition pressure when they go abroad to contract projects.Just under such background,a growing number of Chinese contractors begin to employ capital to exploit overseas market,which will require a higher capability in financing and investment evaluation for the contractors.From the perspective of contractors,this paper analyzes the main work,the management essentials and the risks that EPC contractor may encounter when implementing a large-scale EPC project under the Export Deferred Payment Refinancing Insurance.It is hoped to provide references and suggestions for contractors to expand the overseas engineering market with financing means.
