促进可再生能源消纳的电力市场体系 被引量:28

摘要 随着泛在电力物联网的建设和新一轮能源政策的改革,构建适应于我国可再生能源消纳的市场体系成为了重要研究课题。在可再生能源电力消纳责任权重机制下,首先以广东电力市场为研究对象,分析了广东电力市场在消纳可再生能源时面临的问题;然后提出了多能源政策协同下的市场框架,完善了消纳责任下的广东批发市场和消纳量交易市场体系;最后针对可再生能源体系建设过程中的关键技术问题进行研究,探讨了可再生能源的市场出清模式和出清算法,并对促进可再生能源消纳的需求侧灵活性机制及可再生能源指标评价体系进行了分析,对我国未来可再生能源消纳路径提出了针对性的建议。 With the construction of ubiquitous power internet of things and the reform of a new round of energy policy,it has become an important research topic to build a market system suitable for China s renewable energy consumption.Under the responsibility weight mechanism of renewable energy consumption,this paper firstly takes Guangdong power market as the research object,and analyzes the problems faced by Guangdong power market in the process of renewable energy consumption.Secondly,it puts forward the market framework under the coordination of multi-energy policies,and then improves Guangdong wholesale market and the consumption trading market system under the responsibility of consumption.Finally,the paper studies the key technical issues in the process of renewable energy system construction,discusses the market clearing mode and clearing algorithm of renewable energy,analyzes the demand side flexibility mechanism and renewable energy index evaluation system to promote renewable energy consumption,and puts forward targeted suggestions for the future renewable energy consumption path in China.
