南方区域电力市场环境下的调度业务流程体系设计

Design of Dispatching Operation Procedure in the Southern Regional Power Market

随着电力改革的深入,现货市场建设势在必行。为了帮助调度机构快速适应未来现货市场运行机制,尽快建立市场化调度模式,基于南方区域电力市场运作模式,总结了市场机制给调度机构带来的新增业务;分析广东起步阶段电力市场相关经验,基于南方电网的两级调度结构,设计了一套完整的调度业务流程体系;借鉴国外PJM市场相关经验,考虑了区域市场起步、过渡和统一3个阶段发展的实际需求,提出了市场环境下网、省两级调度机构值班岗位分阶段设置的建议。所提的调度业务流程和值班岗位设计符合南方区域电力市场的远期目标和基本发展路径。

With the deepening of power structural reform,the construction of spot market is imperative.In order to help dispatching department quickly adapt to the future operation mechanism of spot market,a market dispatching mechanism should be established as soon as possible.Under the future power market mechanism in the southern region,this paper summarizes the new responsibilities brought by the market mechanism to the dispatching department.Based on the two-level dispatching structure of CSG,the experience of Guangdong initial stage market is analyzed and a set of complete dispatching operating procedures is designed for dispatching department in the market environment.In light of the experience of PJM market,on-duty post proposal for the three stages of initial,transition and coupling regional market are also put forward in the paper,taking into account the actual requirement of stage development,which is in line with the long-term goal and basic development path of the southern regional power market.
