我国民办教育改革发展的回顾与思考

A Review of Privately-funded Education Development in China

改革开放40年来,我国民办教育历经恢复发展、快速增长、规范调整、分类管理四个阶段,从“国家办学补充”到成为社会主义教育事业的重要组成部分。民办教育改革发展的综合效应不断释放,对提高教育供给水平、深化办学体制改革、促进教育与各领域融合、壮大教育资本总量等有重要价值。促进新时代民办教育健康发展,需要坚持市场机制和政府管理相结合,充分发挥市场机制在民办教育资源配置中的重要作用;坚持依法治教和改革创新相结合,在法律法规框架下推进民办教育改革发展;坚持先行先试和统筹协调相结合,用渐进式改革强化新法新政落地效果。

Decades of reform and opening up has greatly advanced the sector of private education as a supplement to public education,growing into an important part of the socialist education,which has experienced four stages of recovery development,rapid growth,standardized adjustment and classification management.The comprehensive effect of the reform and development of the private education has enhanced the education supply,the reform of the school systems,the integration of education into other fields,and the aggregation of educational capital.This article believed that it is necessary to adhere to the combination of market mechanism and government management,give full play of the role of market mechanism in private educational resources configurations,stick to the reform in the framework of laws and regulations and to the pilot and coordination,and adopt progressive reform to promote the policy effects,to guarantee the healthy development of private education in the new era.
