社会治理共同体的关系网络构建

Construction of the Relationship Network of the Social Governance Community

社会治理共同体是社会治理发展到一定阶段的产物,它是以人民为中心的治理思想在社会治理领域的中国化创新,具有社会性、治理性和人民性三个基本特性。社会治理共同体实质上是社会性嵌入治理性的一种社会关系网络,人民性贯穿于该网络的每个环节。“人人有责、人人尽责、人人享有”的社会治理共同体的关系网络包括互信网络、互动网络和互惠网络三个层次。构建社会治理共同体的关系网络有三个实现路径:一是从“政府的”社会治理转向“社会的”社会治理;二是从以科层治理网络为中心转向以民众治理网络为中心;三是从正式的制度设计转向非正式的社会性合约塑造。

The social governance community is the product of the development of social governance to a certain stage.It is based on the people-centered governance thinking in the Chinese governance innovation in the field of social governance and has the characteristics of social,governing,people.The social governance community is essentially a network of social relationships embedded in governance,and people's nature runs through every link of the network.The relationship network of the social governance community,“Everyone has responsibility,everyone is responsible,and everyone enjoys.”,includes three levels:mutual trust network,interactive network and reciprocity network.There are three ways to realize the relationship network of the social governance community:the first is to shift from“government”social governance to“social”social governance;the second is to shift from the bureaucracy governance network to the people governance network;the third is to shift from institutional design to informal social contract shaping.
