摘要
文献梳理与实地调研表明,当前基层派出所暖警保障工作中存在着价值理念保守、服务内容形式单一、管理方式落后、价值目标不协调等问题。以“市场—情感”的向度为切入点,通过公安引导授权市场主体、合同管理实现互利共赢、柔性监管保证经营自主、情感氛围形塑“家”认同以及暖心互动生成商家归属感等具体策略,构建有效的基层派出所暖警保障实践模型。
Literature combing and field research show that currently there are some problems in the innovation work of preferential measures for grassroots policemen,such as conservative value concept,single service content,backward management mode and inconsistent value objectives,which lead to some policeman preferential measures cannot play their due role.In this regard,this paper recommends“market-emotion”as a starting point,and proposes such specific strategies as authorizing market entities under the guidance of public security agencies,achieving mutual benefit through management mode agreed upon in the contract,guaranteeing business autonomy through flexible supervision,shaping“home”identity through emotional atmosphere,generating a sense of belonging of the businessman in the public security police station through warm interaction so as to construct an effective practice model of policeman preferential measures for grassroots public security police stations.
