摘要
为实现山东省新旧动能转换和促进山东省经济区域均衡发展,选取山东省17地市为研究对象,研究并深入把握区域科技创新能力动态发展和空间差异特征。首先从科技创新发起能力、科技创新实现能力、科技创新转化能力和创新环境支持能力4个维度构建山东省区域科技创新能力评价指标体系;其次运用全局熵权法、改进的灰色TOPSIS法和空间自相关分析等,对2013—2016年各地市的科技创新能力进行动态评价和可视化分析,并对其空间差异特征进行研究;最后提出加强区域间协同创新、优化区域内科技创新发展环境等提高山东省科技创新能力的对策措施。
In order to realize the transformation of old and new kinetic energy and promote the balanced economic development of Shandong province,selecting 17 cities in Shandong as the research object,this paper studies and deeply grasps the dynamic development and spatial diflerence characteristics of regional scientific and technological innovation ability.Firstly,the paper constructs the evaluation index system of regional science and technology innovation ability in Shandong from four dimensions of science and technology innovation initiation ability,scientific and technological innovation realization ability,scientific and technological innovation transformation ability and innovation environment support ability.Next,the entropy weight method,the improved gray TOPSIS method and the spatial autocorrelation analysis are used to dynamically evaluate and visualize the technological innovation ability of 17 cities from 2013 to 2016,the characteristics of spatial difference are studied.Finally,the paper puts fbnvard some countermeasures to improve the scientific and technological innovation capability in Shandong,including strengthening the inter-regional collaborative innovation and optimizing the development environment of scientific and technological innovation in the region.
