建国70年以来,中国的发展取得了骄人的成就,也有一些珍贵的经验值得总结。在引进和利用外资的政策演变和实践中,中国具有自己独特的发展经验,坚持主动变革,从起步探索到战略转变,从尝试摸索到完善成熟,最终产生了从量变到质变的可喜效果。文章首先在详细回顾和总结中国70年来引进和利用外资的发展历程上,剖析70年来中国经济发展导向和引进外资的内在逻辑,得出中国政府制定引资政策的理论根基。由此深入探究中国吸引外资所进行的配套制度创新和演变逻辑,分析在这一发展历程中,中国引资制度创新的经济学意义以及对其他发展中国家具有对重要借鉴意义,这是对发展经济学的重要补充和完善。最后,文章展望了新时代下中国经济发展的大方向,在认知和把握新形势、新环境下探讨了中国如何增强与世界经济日益加深的互动,以及如何更进一步深度融入全球经济,实现经济的持续高质量发展。

Since the founding of the People’s Republic of China 70 years ago,China has made remarkable achievements in its development. In the evolution of policies for the introduction and utilization of foreign investment,China has its own unique development experience. From initial exploration to strategic transformation,from trying to explore to perfect,the Chinese government insists on active reforms. And we have achieved gratifying results. First of all,this paper summarizes the development of China’s introduction and utilization of foreign capital in the past 70 years. Then it analyzes the internal logic of China’s economic development orientation and the introduction of foreign investment. Accordingly,it explores the institutional reform of China’ s introduction of foreign investment. Then we analyze the economic significance of China’s institutional innovation in attracting investment in this development process. This is of great significance to other developing countries. And it is an important supplement to and improvement of development economics. Finally,we have look forward to the general direction of China’s economic development in the new era. Under the new environment,China should integrate more deeply into the global economy,and achieve sustained and high-quality economic development.
