摘要
广州白云机场检验检疫公共服务标准化试点是2015年国家标准化委员会批准开展的第二批社会管理和公共服务综合标准化试点项目之一,于2017年通过终期验收。项目试点基本达到了预期目标,虽然呈现一些亮点,但仍有不足需要完善和改进。项目试点引发了在政府公共服务实践单元开展模式、引入外部考核弥补标准提升动力不足以及通过对具体基本公共服务进行大众化和个体化的区分做为提升其质量和水平的途径和目标三个方面的思考。
Guangzhou Airport Inspection and Quarantine Public Service Standardization Pilot Project was one of the second batch of pilot projects of comprehensive standardization of social management and public services approved by the National Standardization Committee in 2015,which had passed the final acceptance in 2017.The pilot project had basically achieved the expected target.Although it showed some bright spots,there were still some deficiencies that need to be improved.The pilot project triggered three considerations:the implementation mode of government public service practice unit,the introduction of external assessment to compensate for the lack of motivation to upgrade standards,and the way and goal to improve the quality and level of specific basic public services through the distinction between popularization and individualization.
