公务员平时考核机制的试点分析与改进对策 被引量:3

摘要 平时考核对加强公务员队伍建设和建设创新型服务政府具有重要意义。福建省开展公务员平时考核试点工作,强化平时考核组织领导和保障,简化了考核流程,平时考核的规范性和制度化得到了提高。但平时考核的科学性还有待增强,考核的约束力还需要加强。推进岗位平时考核,应坚持深化认识、制度先行、把握规律、应用导向、简便易行的原则,提高平时考核的科学性和规范性,厘清平时考核的考核主体与考核对象,设计科学合理的平时考核指标体系,推进平时考核信息化、电子化管理,强化公务员平时考核结果的应用,加强平时考核中的监督与协调。 It is of great significance to strengthen the construction of civil servants and build an innovative serving government.Fujian Province has carried out the pilot work of civil servants’assessment at ordinary times,gained some experience,strengthened the organization leadership and guarantee of assessment at ordinary times,simplified the assessment process,and improved the standardization and institutionalization of assessment.However,the scientific nature of assessment at ordinary times needs to be improved and the binding force of assessment needs to be strengthened.In order to promote the assessment of posts at ordinary times,we should adhere to the principles of deepening the understanding,putting the system first,grasping the rules,applying the guidance and being simple and easy to operate,improve the scientific nature and standardization of assessment at ordinary times,clarify the subjects and objects of assessment at ordinary times,design a scientific and reasonable index system for assessment at ordinary times,promote the informatization and electronic management of assessment at ordinary times,strengthen the application of civil servants’assessment results,and strengthen the supervision and coordination in assessment at ordinary times.
