摘要
农村人才资源优化配置在实施乡村振兴战略中具有重要的战略地位。但现阶段农村人才队伍的规模、结构、素质和效能尚难以适应全面推进乡村振兴的需要。乡村职业结构的高级化趋势不明显,劳动力素质、学历层次相对较低。实现农业农村现代化,必须完善人才资源市场配置机制、政府引导机制和城乡融合机制,优化城乡人才资源融合发展的体制环境和政策体系,建立农村职业结构和农村急需紧缺人才的动态监测机制,引导农村以外各方面人才参与农业农村现代化建设,推进城乡之间人才资源的双向流动,以人才集聚助力乡村职业结构跃升。
Optimal allocation of rural talent resources plays an important strategic role in the implementation of the rural revitalization strategy.However,at present the scale,structure,quality and efficiency of rural talents are still difficult to meet the needs of comprehensively promoting the rural revitalization.The trend of advancing the rural career structure is not obvious,and the quality and educational level of labor force are relatively low.In order to realize the modernization of agriculture and rural areas,we must improve the talent resource market allocation mechanism,government guidance mechanism and urban-rural integration mechanism,optimize the institutional environment and policy system for the integration and development of urban and rural talent resources,establish a dynamic monitoring mechanism for rural career structure and urgently needed talents in the rural areas,guide talents from all walks of life outside the rural areas to participate in the modernization of the agriculture and rural areas,promote the two-way flow of talent resources between urban and rural areas,and help the rural career structure to rise by means of talent concentration.
