军转安置工作是党和国家把退役军队干部安置到地方的一项重要工作,具有很强的政治性、政策性、计划性和持续性。改革开放以来,我国军转安置工作经历了制度重启、调整完善、改革创新和全面深化四个阶段,每个阶段有着不同的指导思想、制度变迁、工作成就与特点。其主要经验包括:要始终准确把握军转干部是党和国家的宝贵财富的基本定位;始终把安置军转干部当作一项政治任务,发挥政治优势和组织优势,贯彻妥善安置、合理使用、人尽其才、各得其所的原则;始终坚持适应军队现代化建设的要求,促进军转安置政策与军队体制、编制调整改革的目标和重点任务相适应;始终注重制度发展和创新,坚持原则性与灵活性相结合,推进军转安置工作的科学化、规范化。
