摘要
中国的PPP发展具有显著的空间差异特征。借鉴EIU的PPP环境评价指标体系,对中国旅游PPP发展的环境适宜性进行定性分析。基于财政部PPP项目库的旅游PPP项目,对旅游PPP的空间分布格局和特征进行分析。通过地理探测器的方法对旅游PPP空间格局的影响因素进行识别、测度和分析,研究发现中国旅游PPP具备了较好的发展基础,但也存在较大的提升空间,其项目分布存在显著的空间分异,在实施规范方面有所不足。研究还发现,旅游PPP发展是诸多因素综合影响的结果,但起关键作用的主要是融资因素。
China’s Public Private Partnership(PPP)in tourism has obvious spatial characteristics.An assessment to China’s tourism PPP development environment suitability is conducted based on the evaluation index system on PPP environment by economist intelligence unit.The spatial pattern and characteristics of tourism PPP projects are systematically analyzed based on the PPP project database by the Ministry of Finance.The impact factors of tourism PPP are identified,measured and analyzed using Geo-Detector method.Results show that tourism PPP in China has a good development basis yet still with large room for further improvement.The spatial distribution has displayed significant differentiation while the implementation regulations are inadequate.Tourism PPP development in China is an integrated result of the combined influence of many factors,among which financing is crucial.
