Language Problems in the Construction of Guangdong-Hong Kong-Macao Greater Bay Area

本文讨论粤港澳大湾区建设中的语言问题。文章分4个部分:第一部分和第二部分是从“一国两制”的角度和大湾区战略定位的角度梳理,提出了9个方面的问题,涉及国家通用语言的地位、功能及与之相关的“三文”问题,大湾区的战略定位对语言建设提出了哪些要求等;第三、第四部分分别从空间格局和领域格局对大湾区语言建设提出了9个方面的策略建议,主张根据大湾区发展建设的不同场景、不同阶段、不同任务,分别采取示范、呼应、融通、互渗、服务和“双通”相谐、效率优先、重视多语多言能力的培养、融通主导等不同的语言建设策略。

This article discusses language problems in the construction of the Guangdong-Hong Kong-Macao Greater Bay Area.It is divided into four sections.The rst and second sections propose nine speci c problems from the perspectives of the“One Country,Two Systems”policy and the strategic positioning of the Greater Bay Area.The problems include the status and functions of the national common language and the three-language issue concerning Chinese,English and Portuguese;require-ments concerning the development of language resources requested by the strategic positioning of the Greater Bay Area.The third and fourth sections propose nine strategies for the development of language resources in the Greater Bay Area from spatial and eld patterns respectively.Responding to different tasks at different stages and situations,different development strategies should be employed.This article ends with a brief conclusion.
