中国省际海洋经济增长质量的测度与评价——基于“五大发展理念”的实证分析

Estimation and Evaluation of China’s Provincial Marine Economic Growth Quality——Empirical Analysis Based on “Five Development Concepts”

立足"五大发展理念",结合海洋经济自身的发展特色,构建海洋经济增长质量指标体系,利用主成分分析法测度了2007-2016年中国沿海11个省市海洋经济发展的创新、协调、绿色、开放和共享的程度,在此基础上对各地区海洋经济增长质量的综合水平进行评价。研究表明:创新、协调、开放和共享指标均是促进各省市海洋经济增长质量指数提高的重要因素,而绿色指标在部分年份对山东、浙江、上海、福建等地区海洋经济增长质量的贡献是负的;11个沿海省市地区的海洋经济增长质量总体上呈现缓慢的波动上涨趋势,其中上海海洋经济增长质量水平明显高于其他地区,而河北和广西表现相对较差;从四大沿海经济区角度看,珠三角和长三角地区海洋经济增长质量水平较高,且珠三角呈现出明显的波动上升趋势,环渤海海洋经济增长质量水平总体较为稳定,而环北部湾经济区质量水平最低。

Based on the"Five Development Concepts ",this article built an index system on the quality of marine economic development combining with its characteristics. This article evaluated the comprehensive level of marine economic growth quality in various regions on the basis of measuring the development level of marine economy in 11 Chinese coastal provinces and cities during 2007-2016 by principal component analysis( PCA) from five aspects( innovation,coordination,green development,opening and sharing).Researches showed that: the indexes of innovation,coordination,opening and sharing were the key factors to improve the quality of marine economic growth in all provinces and cities. In some years,the green development contributed negatively to the quality of marine economic growth in Shandong,Zhejiang,Shanghai and Fujian. On the whole,the quality of marine economic growth in 11 coastal provinces and cities showed a slowly rising trend,among them,the quality of marine economic growth in Shanghai was significantly higher than others while Hebei and Guangxi were relatively poor. From the perspective of the four coastal economic zones,the quality level of marine economic growth in the Pearl River Delta and the Yangtze River Delta was relatively high,and the Pearl River Delta presented an obvious trend of undulant rise. The quality level of marine economic growth around Bohai Sea was generally stable,while the quality level of the Northern Gulf area was the lowest.
