雾霾污染、地方政府行为与企业创新意愿——基于制造业上市公司的经验数据

Smog Pollution, Local Government Behavior and Enterprise Innovation Intention——Based on the Empirical Data of Listed Manufacturing Companies

从微观层面入手,重点关注雾霾污染对企业创新意愿的长期倒逼效应,并进一步探讨地方政府行为对上述关系的调节效应。研究结果显示:①较长时期中,雾霾污染对企业的创新意愿的提升产生显著的倒逼效应;②雾霾污染对企业创新意愿的倒逼效应在产权不同、规模不同和融资约束程度不同的企业中,均呈现出一定异质性;③在拓展研究中基于地方官员晋升压力和地方政府科技支出的双重视角,证明了地方政府行为对雾霾污染和企业创新意愿之间的关系具有显著的调节效应。

Starting from the micro level,this paper focuses on the long-term forced effect of smog pollution on the innovation intention of enterprises,and further explores the regulatory effect of local government behavior on the above relationship.Result shows that,firstly,in the long run,smog pollution can have a significant positive effect on the innovation intention of enterprises.Secondly,the forced effect of smong pollution on innovation intention is heterogeneous in enterprises with different property rights,different scales and different degree of financing constraints.Finally,from the different perspectives of local officials’promotion competition and local government’s expenditure on science and technology,it proves that local government behavior has a significant regulatory effect on the relationship between smog pollution and the enterprise innovation intention.
