我国PPP实践中民营企业参与度及其影响因素研究——基于731个县域样本的实证分析

Research on the Participation of Private Enterprises and Its Influencing Factors in Chinese PPP Practice—— Empirical Analysis Based on 731 County Samples

选取2016~2017年我国中标的县域PPP项目,采用多元线性回归分析,从政府、企业、项目等层面探讨PPP实践中民营企业参与度的影响因素。研究结果表明,政府注意力、项目期限、项目类别、付费方式、企业类型等对民营企业参与度均有显著影响,而政府财政能力、信息公开、企业经济环境对民营企业参与度无显著影响。为此,我国应更多从政府注意力、项目价值、民营企业实力及政策环境等方面着手,提高民营企业参与度,推进PPP实践更高质量的可持续发展。

Choosing the county PPP projects that won the bid from 2016 to 2017 in China,this paper explores the factors affecting the participation of private enterprises in PPP practice from the levels of government,enterprises and projects by Multiple Linear Regression Analysis.Results show that government attention,project term,project type,pay type and enterprise type have significant effects on the participation of private enterprises,while government finance,open information and enterprise economic environment have no significant effects on the participation of private enterprises.In the end,It puts forward that China should start from the government’s attention,project value,the strength of private enterprises and policy environment to improve the participation of private enterprises and promote the sustainable development of PPP practice with higher quality.
