跨境电子商务生态发展与政策组合维度的关联性研究

Research on the Relevance of Cross-border E- commerce Ecological Development and Policy Combination Dimensions

基于跨境电子商务生态发展,建立了"生态系统-政策组合"跨境电子商务政策研究框架,利用文献计量、文本挖掘和内容分析方法,分析了跨境电子商务生态发展与跨境电商政策的关联性。结果发现:我国跨境电商核心政策经历了初步探索、支持促进、规范推广、全面发展四个阶段;在政策领域组合方面,政策对跨境电商生态体系的影响更加深入,逐渐由支付、税收扩展到监管、物流、信息化等领域,但是跨境电商人才、知识产权保护等内容依然有所欠缺;在政策工具组合方面,跨境电商政策呈现出环境型政策工具主导、评估型政策工具相对弱势、需求型政策工具严重缺位的特点。

Based on the ecological development of cross-border e-commerce,this paper establishes the research framework of"eco system-policy mix"cross-border e-commerce policy,and analyzes the correlation between cross-border e-commerce ecological development and cross-border e-commerce policies by using literature measurement and text mining methods.Result shows that,China’s cross-border e-commerce core policy experiences four stages,there are preliminary exploration,support and promotion,standard promotion,comprehensive development.In terms of policy portfolio,policies have a deeper impact on cross-border e-commerce ecosystem,gradually extending from payment and tax to supervision,logistics,informatization and other fields.However,cross-border e-commerce talents and intellectual property protection are still lacking.In terms of the combination of policy tools,cross-border e-commerce policies show the characteristics of environmental policy tools leading,evaluative policy tools being relatively weak and demand-oriented policy tools being seriously absent.
