高校“五唯”:实质、缘起与治理 被引量:36

“Five-only” in Universities: Essence, Origin and Management

摘要 高校"五唯"的实质,是一种外部评价,更确切地说是单一化、绝对性的"唯外部评价"。清理高校"五唯"的专项治理,不是要否定外部评价,而是要否定"唯外部评价"。学术评价的正确方向应该是强化内在评价,实现外部评价与内在评价有机结合。要从根本上破解高校"五唯",需要从以下方面同时着力:在增强高校法人实体地位的基础上推动学术生产模式的转换;在做好"放管服"的基础上减少政府层面短期学术行为诱导;在不断提升教师待遇的基础上淡化高校层面额外的学术奖励;在坚持创造性与价值性的基础上倡导学术成果的多元化标准;在社会实践验证的基础上确认大学教师不同类型的荣誉称号。 The essence of "Five-only" in Universities is an external evaluation, more precisely it is a singular, absolute "only external evaluation". Breaking the "Five-only" is not to deny external evaluation, but to deny "only external evaluation". The correct direction of academic evaluation should be to strengthen internal evaluation and realize the organic combination of external evaluation and internal evaluation. While carrying out the special action of clearing up the "Five-only", we still need to make efforts in the following aspects: promoting the transformation of academic production mode on the basis of strengthening the status of legal entities in universities;reducing the short-term academic behavioral induction at the government level on the basis of doing a good job of "streamline administration, delegate powers, and improve regulation and services;diluting additional academic awards at the university level on the basis of continuous improvement of teachers’ treatment;advocating diversified standards of academic achievement on the basis of persistence in creativity and value;confirming the different types of honorary titles of university teachers on the basis of social practice verification.
