国家工程科技高端智库信息化建设研究 被引量:5

摘要 随着以云计算、物联网、大数据和人工智能为代表的新一代信息技术蓬勃发展,智库建设及战略咨询研究对数据支撑的需求都呈现出与日俱增的趋势,构建体系完备、功能齐全、手段先进的信息化支撑体系已成为国内外知名智库提升研究质量和研究效率的普遍认识和共同选择。本研究以中国工程院为例,通过问卷调查的方法分析了现阶段我国高端智库研究及管理人员在信息化支撑方面的迫切需求,并调研和借鉴国内外先进智库信息化体系和数据平台建设的成功经验,指出工程科技高端智库在信息化建设方面应分四个层级推进,并提出了体制机制保障方面的相关建议。 With the vigorous development of the new generation of information technology represented by cloud computing,Internet of Things,big data and artificial intelligence,the demand for data support in think tank construction and strategic consulting research is increasing day by day.Building an information support system with complete system,complete functions and advanced means has become a domestic and international trend for the well-known think tanks to enhance the general understanding and common choice of research quality and efficiency.Taking the Chinese Academy of Engineering as an example,this study analyzed the urgent needs of research and management personnel of high-level think tanks in information support at the present stage by means of questionnaire survey,and investigated and drew lessons from the successful experience of information system and data platform construction of advanced think tanks of the world,pointing out that the construction of information support system of high-level think tanks of Engineering Science and technology should be promoted in four levels,and relevant suggestions on the guarantee of system and mechanism are put forward.
