关于构建多元生态环境治理体系的若干思考

良好的环境治理体系是加快补齐生态环境短板的基础保阵,是生态文明制度建设的重要内容,是国家治理体系的有机组成部分。通过研判新时期生态环境治理体系建设面临的政策形势与需求,分析生态环境治理体系存在的突出问题,从加强政策协调、明确多元主体责任、完善法治保障、强化科技支撑、推进环境监管能力建设、完善市场激励政策、强化源头防控、推动绿色低碳生产生活的角度,提出构建多元环境治理体系的政策建议。

A good environmental governance system is the basic guarantee for speeding up the completion of the short board of ecological environment,an important part of the construction of ecological civilization system,and an organic part of the national governance system.Through studying and judging the policy situation and demand faced by the construction of the ecological environment governance system in the new era,this paper analyzes the outstanding problems existing in the ecological environment governance system,from the angles of strengthening policy coordination,clarifying the multiple main responsibilities,perfecting the legal guarantee,strengthening the support of science and technology,promoting the construction of environmental supervision capacity,perfecting market incentive policy,strengthening source prevention and control,and promoting green low-carbon production and life.It also puts forward policy suggestions for building a multi-environmental governance system.
