当前,城市治理进入精细化的新阶段,老旧小区适老化微更新是城市更新的一种新趋势。文章研究了老旧小区适老化微更新的政策问题感知、搜索、界定和陈述,深入剖析了老旧小区适老化微更新的公共属性,这些属性导致适老化微更新存在着诸多难题,破解这些难题,必须进行公共政策创新。政策创新的可能路径如下:实现政策制定主体创新,建立健全适老化法律法规体系;实现政策内容创新,调动市场参与主体的积极性;实现政策执行机制创新,构建党建引领下的共治机制与多部门联动的政策执行机制。

At present,urban renewal has entered a new stage of refinement.It is a trend of urban renewal to carry out the elderly-oriented micro renewal in the old residential area.Based on the theory of problem construction in policy analysis,this paper analyzes the perception,search,definition and presentation of policy problem of the elderly-oriented micro renewal in the old residential area.It provides an in-depth analysis of the public attributes of the elderly-oriented micro renewal in the old residential area,which lead to a lot of difficulties.In order to solve these problems,public policy innovation must be carried out.The possible paths of policy innovation are as follows:It is necessary to achieve the innovation of the main body of policy formulation,establish and improve the system of laws and regulations.It is necessary to achieve innovation in policy contents in order to mobilize the enthusiasm of market participants.It is necessary to achieve innovation in policy implementation mechanisms,build a mechanism for sharing governance under the leadership of party building,a multi-sector policy implementation mechanism and a diversified resource integration mechanism.
