坚持走中国特色强军之路,必须全面推进国防和军队现代化。法治是国防和军队现代化的必由之路,一个现代化的国家必然是法治国家,一支现代化的军队必然是法治军队。对内,国防和军队建设现代化需要法律法规保障;对外,法律法规是宣示和维护国家主权的基本形式。贯彻落实习近平新时代中国特色社会主义思想,紧紧围绕党在新时代的强军目标,着眼全面加强军队革命化现代化正规化建设,创新发展依法治军理论和实践,构建完善中国特色军事法治体系,形成系统完备严密高效的军事法治规范体系、军事法治实施体系、军事法治监督体系、军事法治保障体系和党内军事法规制度体系,提高国防和军队建设法治化水平。

To stay committed to the Chinese path of building strong armed forces,it is necessary to fully advance the modernization of national defense and the military.The rule of law is the only way to modernize national defense and the army.A modern country must be a country ruled by law,and a modern army must be an army ruled by law as well.Internally,the modernization of national defense and army construction needs the support of law and regulation.Externally,law and regulation constitute the basic form of declaring and safeguarding national sovereignty.We must carry out Xi Jinping Thought on Socialism with Chinese Characteristics for a new era,closely center around the Party\s goal of strengthening the army under the new era,and focus on comprehensively strengthening the construction of a revolutionary,modernized and standardized army.We must innovate and develope the theory and practice of ruling the army by law.We must construct and perfect the military rule of law system with Chinese features.The aim is to form a systematic,complete,strict and efficient military rule of law system with a regulation system,implementation system,supervision system,guarantee system,and the Party\s military law and regulation system,thus to improve the level of ruling by law for national defense and army construction.
