摘要
风电高占比电力系统的日内滚动发电计划制定中,需要考虑电量执行进度的公平性,从而为年度电量执行进度偏差达标奠定基础。引入电量进度基尼系数公平性约束,建立了含风电系统的日内滚动发电计划模型,通过目标电量和发电计划的协调优化,实现发电厂商可接受程度的公平性、电网运行经济性与可再生能源消纳三者间的平衡。作为具有明确公平取值范围的资源分配公平性衡量指标,基尼系数被引入而用来衡量电量执行进度,既可提升可行性和经济性,又能保证公平性从而更易被各方所接受。监管机构可通过基尼系数指标设定值的调整来改变对经济性和公平性之间的侧重程度。仿真结果验证了所提方法的合理与可行性,可为相关理论和实践提供有益参考。
In order to ensure final implementing of annual power energy meeting impartial and open dispatching requirement,fairness of energy equity constraints should be considered in intra-day rolling generation scheduling for the power system with large scale wind power.In this paper,an intra-day rolling generation scheduling model is established considering Gini coefficient energy schedule equity constraint.Electricity energy and power are optimized simultaneously so that the balance among equity,operation economy and renewable energy accommodation could be realized.Gini coefficient,as a measure of resource allocation fairness,is an internationally accepted indicator,and its value range is clear.So operation feasibility and economy could be improved,and equity is easy to seek approval.When regulators pay more attention to economy or equity,the value of Gini coefficient can be adjusted as required.Simulation results verified reasonability and feasibility of the proposed method.
