摘要
"末位表态制"是民主集中制的重要实践形式,其制度设计初衷在于使班子成员享有充分发言的机会和参与决策的空间,体现民主集中,实现科学决策,促进团结和谐。但因为运行过程中出现了会前定调、暗度陈仓、集体失语、观点相持、串通一气等种种异化表现,使单位决策效能降低、政治生态破坏、干部成长受妨、事业发展受损。矫治"末位表态制"异化现象,需要培养民主素养,营造民主氛围;优化政治生态,强化担当作为;完善运行程序,扎紧制度笼子;实施精准问责,保障制度落实。
As an important practical application of democratic centralism,"the end-position attitude"mechanism has been designed for organization members to enjoy sufficient opportunities to air their opinions and enough room to take part in policy-making procedure,a demonstration of democratic centralism,a realization of scientific decision-making,and a facilitation of union and harmony.However,due to a series of manifestations of abnormality,such as pre-conference tone setting,realization of ill intention under disguise,collective loss of discourse,stalemate of different opinions,collusion,etc.,unit efficiency of decision-making is lowered,political ecology is damaged,growth of cadres is interfered with,and intended development is compromised.Correction of such abnormality requires nurturing democratic quality,and forging a democratic atmosphere;it requires optimization of political ecology and strengthening responsibility awareness;it requires the perfection of operation procedures with a secured power cage;it requires a precise accountability mechanism to guarantee the implementation of policies.
