韶钢"2.5"突发事件应急救援的思考对策

Reflection and Countermeasures of Emergency Rescue for SGIS"2.5"Emergency

目的分析救援协同、现场处置、急救网络车辆、急救技能等方面存在的问题。方法回顾并分析韶钢2.5煤气泄漏事件的接报响应、现场救援、组织指挥等应急救援过程。结果韶关市、曲江区两级政府接到事故报告后及时启动应急响应,迅速组织公安、消防、安监、环保、卫生等部门开展应急处置,现场救援处置措施得当,信息发布及时,善后工作有序,在事故应急处置中无次生灾害、无衍生事故。结论要健全急救网络体系且布局合理、充实急救车辆设施和车载设施、现场做好急救研判和会商决策、救援结束及时反馈总结。

Objective To analyze the problems of rescue coordination,on-site disposal,emergency network vehicles,emergency skills and so on.Methods It will be carried out through reviewing and anayzing the emergency rescue process of 2.5 Gas Leakage Accident in Shaoguan Steelworks,such as the response to receive the emergency report,the organization and command system,the rescue work onthe spot and so on.Result Shaoguan municipal government and Qujiang district government launched the emergency response in time after receiving the accident report,which also quickly organized the departments of public security,fire control,safety supervision,environmental protection,health and so on to carry out the emergeney response.Besides,it properly took the rescue measures on the spot,in which the information was released in a timely manner.Thanks to the efficient and proper treatment after the accident,there were no occurrence of seconidary disasters and evolved accidents.Conclusion It is necessary to perfect the emergency network system with reasonable layout,and increase the quantity of emergency vehicles and vehicle-mounted equipment.Besides,it should also do a good job of analysis and decision-making for emergency treatment on the spot,as well as make summary after the relief efforts are completed in a timely manner.
